Changes for Lailai subscribers!

Please be informed that starting from February 8, 2012 loaded amount validity period on Lailai will be changed.

From your final loading, 90 days is validity period of using amount. During this period, until you run out of balance, you can receive and make calls and use all active services.

After 90 days, if amount on your balance has run out your number will be switched of partially, - your will receive incoming calls. Left days + 30 days, you can receive calls and use Geocell’s free services, such as: balance refill/check, Geo Credit, Geo Mxsneli, etc.

When your balance validity period is over - 90 days are over, your number will be switched off partially, or you will receive incoming calls. Left amount on your account will be frozen. Following 30 days you can receive incoming calls and use Geocell’s free services, such as: balance refill/check, Geo Credit, Geo Mxsneli, etc.

Partial period will last for 30 days, afterwards number will become de-active for 30 days.

From you last amount load during 150 days, left amount on your account will be frozen and you can reactivate it by loading any amount. If during this period, you will not make loading, your agreement will be cancelled automatically and left amount on your account will be lost.

On Approval of Toll, Rate and Payment Terms for LEPL 112 of the Ministry of Internal Affairs of Georgia

Article 1. Pursuant to Paragraph 2 of Article 8 of the Law of Georgia on Establishing LELP 112 of the Ministry of Internal Affairs of Georgia and the Law of Georgia on Electronic Communications, the Toll, Rate and Payment Terms for LEPL 112 of the Ministry of Internal Affairs of Georgia appended hereto be approved.
Article 2. This Resolution be enacted from 1 January 2012.

Toll, Rate and Payment Terms for LEPL 112 of the Ministry of Internal Affairs of Georgia

Article 1. Toll and Rate
1.    The payers of the toll (hereinafter – the Toll) for LEPL 112 of the Ministry of Internal Affairs of Georgia (hereinafter – “112”) are the users of a fixed geographical or non-geographical zone and receiving mobile telephone service (hereinafter – the User).
2.    The Toll (gross of VAT) shall be:
a)    for the User number of a fixed geographical or non-geographical zone for each calendar month irrespective of the date of becoming the User:
a.a) For natural persons – 0.20 GEL;
a.b) For legal entities, organizations, institutions – 0.50 GEL.
b)    The Users receiving mobile telephone service for the User number for each calendar month irrespective of the date of becoming the User:
b.a) For natural persons – 0.20 GEL;
b.b) For legal entities, organizations, institutions – 0.50 GEL
3.    The Toll for the User number of a fixed geographical or non-geographical zone shall be charged against:
a)    The User number, against which the User charge is assessed and which was in a double-connection mode at least once during the calendar month;
b)    The User number, against which the User charge is not assessed and a toll service was purchased or used during the calendar month;
c)    In purchasing or using a package of telecommunication services, if a toll service was purchased or used during the calendar month through the User number delivered under such package.
4.    In the event provided by Subparagraph b) of Paragraph 2 of this article, the Toll shall be paid for each User number having purchased or used the service of over 5 GEL during the calendar month.
5.    No Toll shall be charged against the User number used in cash registers.
6.    In the event of porting to the User number, the Toll shall be charged separately periods prior to and after the porting.

Article 2. Toll Payment/Collection Terms
1.    The Toll shall be collected in the manner provided hereunder by the communication service provider (hereinafter – the Service Provider).
2.    The Toll shall not be reflected in the gross revenues of the Service Provider. Each month the Service Provider shall reflect the Toll separately in the report of service delivered by it to the User.
3.    The Toll shall be charged against the User number for each calendar month and paid/collected together with the User charge or the electronic communication service charge. The amount paid by the User to the Service Provider shall first cover the Toll.
4.    If the User has accumulated any outstanding Toll and debt before the Service Provider, the Toll shall be paid first and the debt to the Service Provider shall be cleared thereafter.
5.    When clearing the debt accumulated by the User according to months, the Toll and the debt before the Service Provider shall be paid consecutively, according to the months of assessment of the debt. The Toll for the relevant month shall be paid first and the debt to the Service Provider for the relevant month shall be cleared thereafter.
6.    Within no later than 3 business days of each next month, the Service Provider shall pay submit to 112, in the form and substance defined by the latter, the Toll assessment and payment information as per the User numbers.
7.    Within no later than 7 business days of each next month, the Service Provider shall transfer in full the Toll paid/collected by then to the bank account indicated by 112 in advance.
8.    Within no later than 7 business days from receipt of a written request, the Service Provider shall submit to 112 any information pertaining to the Toll collection.
9.    Control over the Service Provider’s fulfillment of his obligations under this Resolution shall be provided by Georgian National Communications Commission.
10.    Failure of the Service Provider to fulfill his obligations under this Resolution shall serve as the basis for imposition of the liability under Article 45 of the Law of Georgia on Electronic Communications.

Article 3. Exemption from Toll
1.    The family members (with the rating not in excess of 70 000 scores) registered in the Integrated Database of Socially Vulnerable Families shall be exempt from the Toll referred to in Subparagraph a.a) of Paragraph 2 of Article 1 of this Resolution.
2.    LEPL Social Service Agency shall ensure access of the Service Providers to the Integrated Database of Socially Vulnerable Families and furnish the Service Providers, from time to time, with information on adding families/persons to the Integrated Database of Socially Vulnerable Families or revoking them such status.
3.    The right referred to in Paragraph 1 of this article shall arise or cease for the persons registered in the Integrated Database of Socially Vulnerable Families upon their registration/revocation of registration in the Integrated Database of Socially Vulnerable Families.
4.    If the User cannot be identified according to the Integrated Database of Socially Vulnerable Families, to enjoy the exemption under Paragraph 1 of this article, the User shall furnish the Service Provider with all the information/documents necessary for identification.

Article 4. Income Earned from Works Fulfilled under Contract
112 may deliver other services as well under the contracts with individuals and legal entities. The amount of the charge for such services shall be determined under the relevant contract.

In accordance with the Charter on National Numbering System of Electronic Communications Networks of Georgia today, January 11th 2012 the prefix 8 is replaced by national prefix 0 (for domestic calls) and international prefix 00 (for international calls).

Besides, the codes of operators 8XX (for instance, international operators’ codes 8-07, 8-16, 8-10, etc.) are replaced by prefix codes of 10 XX format.
